Three things have to be true before AI is under control

Control has to sit in the request path
A report tells you what already happened. If a request should not have been made, the only useful moment to act is before it reaches the model.
Finance and IT have to work from one record
Usage data and cost data that live apart will drift apart. One record per request, reconciled to the provider invoice, ends the argument about whose number is right.
It has to run where your data is allowed to be
A control layer that cannot satisfy procurement on residency and retention will not be adopted, however good the dashboards are.
